Solano Grand EC buyer analysis
Solano Grand EC: Land Economics, Bukit Panjang Comparisons & Buyer Analysis
Quick Answer
Solano Grand is the Senja Close executive condominium project by CDL Constellation in Bukit Panjang, District 23. HDB's GLS estimate was about 295 homes; CDL's current official launch pipeline describes approximately 302 homes and targets a Q1 2027 launch, subject to approvals. The 99-year site was acquired for S$252.9 million, equivalent to about S$771 psf per plot ratio. CDL's annual report lists expected completion in 2030.
Status note: CDL's investor materials reviewed for this analysis still refer to the project as “Senja Close EC”. This page uses the Solano Grand name currently circulating for the project, while final sales particulars should always be checked against the developer's official launch material.

Land price and tender competition
CDL's winning bid was S$252.9 million, or about S$771 psf ppr. The tender attracted five bids, and ERA reported the winning bid was about 6.3% above the second-highest offer.
The land rate sits close to several recent EC land benchmarks, so buyers should not read S$771 psf ppr in isolation. The more useful question is how Solano Grand's eventual launch price compares with other ECs carrying similar land costs and with completed/private alternatives in Bukit Panjang and District 23.

What does the S$771 psf ppr land rate mean for EC pricing?
The land rate is not the selling price and is not the developer's breakeven. Construction, financing, professional and statutory costs, marketing, contingencies and saleable-area efficiency all matter.
A useful comparison is Rivelle Tampines EC, whose land cost was about S$768 psf ppr and which launched in March 2026 at an average of about S$1,893 psf. This does not mean Solano Grand must launch at the same psf: Tampines and Bukit Panjang have different buyer pools, competing supply, location attributes and unit sizes.
For District 23 context, Lumina Grand launched earlier at lower land and selling-price benchmarks, while Altura and Sol Acres provide older EC/resale references. The direction of EC pricing has moved upward, but the eventual Solano Grand premium still needs to be justified unit by unit.
Launch-price scenarios
Until CDL releases the official price list, a range is more defensible than one exact prediction.
Lower scenarioaround S$1,700 psfWould emphasise relative value against the latest EC launch benchmarks.
Middle scenarioaround S$1,800 psfReflects the higher recent EC pricing environment while keeping a Bukit Panjang location discount to the strongest east-side EC benchmarks.
Higher scenarioaround S$1,900 psfNeeds strong support from unit efficiency, project quality, supply scarcity and actual launch demand.

Nearby EC comparisons
Lumina Grand in Bukit Batok and Altura in Bukit Batok are the most useful newer District 23 EC references. They show what recent west-region EC buyers have paid for new full-facility homes before Solano Grand's launch.
Sol Acres and Blossom Residences provide older EC/private-market context after ageing and, for the older projects, progression toward or into privatised status. Their lower psf should not be compared with a new launch without adjusting for age, condition and remaining lease.
Nearby private-condo comparisons
Buyers who are not constrained to the EC route should also compare private options such as The Myst, Hillion Residences and resale homes around Dairy Farm / Upper Bukit Timah.
The private-condo comparison is important because an EC can look cheaper on psf while having different eligibility, financing and occupation rules. The correct comparison is total purchase quantum, usable internal area, financing, completion timing and household flexibility — not psf alone.
Bukit Panjang EC scarcity and upgrader demand
ERA noted that the previous Bukit Panjang EC site that became Blossom Residences dated back to 2010, making fresh EC supply in the immediate area unusually limited. Its research also identified a meaningful HDB upgrader pool across Bukit Panjang, Choa Chu Kang and Bukit Batok.
This scarcity supports buyer interest, but it should not be treated as proof that any launch price is attractive. A scarce product can still be expensive if the premium over alternatives becomes too large.
District 23 EC price context
ERA's URA-based study showed median EC psf in District 23 rising from about S$887 psf in 4Q 2020 to S$1,461 psf in 4Q 2024, an increase of about 64.7% over that period. More recent 2026 EC transactions have established still higher new-sale benchmarks.
How to use this: historical growth is context, not a forecast. Buyers should focus on the launch premium, unit quantum and affordability rather than extrapolating past percentage gains.

Transport and everyday connectivity
ERA places the site within about a 10-minute walk of Jelapang LRT. Jelapang is two LRT stops from Bukit Panjang station, which connects to the Downtown Line. The wider area is also served by the KJE, BKE and Woodlands Road.
The site is therefore not an MRT-doorstep project. Buyers who commute by rail should compare the full door-to-door route with alternatives nearer Bukit Panjang MRT rather than relying only on district-level transport descriptions.
Schools, parks and amenities
ERA's site study identifies three primary schools within 1km of the Senja Close site based on its mapping at the time of analysis. Families should verify the final residential block address with the official MOE/OneMap distance tools before relying on Primary 1 eligibility.
Nearby amenities include Senja Hawker Centre, Senja Woods and Greenridge Shopping Centre, while Bukit Panjang town centre offers a wider range of retail, transport and community facilities.
EC policy and eligibility note
Executive condominiums are not bought under exactly the same rules as ordinary private condos. Household eligibility, financing and occupation/resale restrictions matter to both affordability and future flexibility.
CDL stated in its March 2026 operational update that the EC policy changes announced on 8 May 2026 would not affect its Senja Close and Woodlands Drive 17 projects, which would continue under the prevailing scheme when those sites were awarded. Buyers should nevertheless check the latest HDB eligibility rules before application.
Strengths
- Rare new EC supply in Bukit Panjang after a long gap.
- Compact project scale at roughly 302 homes in CDL's current proposal.
- Established heartland amenities and HDB upgrader catchment.
- Land cost is broadly comparable with recent EC sites, allowing useful benchmarking against actual 2025–2026 EC launches.
- CDL has recent EC development experience, including Lumina Grand and Copen Grand.
Risks and things to watch
- Official selling prices, final unit mix and full floor/stack plans are not yet available.
- Jelapang LRT access is useful, but this is not a direct MRT-integrated project.
- Recent EC selling prices have risen sharply, increasing affordability pressure on eligible households.
- Future EC supply in Woodlands, Sembawang and Yishun gives buyers additional alternatives around the same period.
- The final premium over Lumina Grand, Altura and nearby private resale needs to be tested carefully.
Who might Solano Grand suit?
It may suit eligible HDB upgraders and families who want to remain in the Bukit Panjang / western-northern corridor, prefer a new EC and value a smaller project with established town amenities.
Compare alternatives first if your priority is direct MRT access, immediate occupation, private-condo flexibility or a lower total entry price. Lumina Grand, Altura, The Myst and nearby resale projects should be compared against the eventual Solano Grand price list.
Floor-plan / stack analysis: TBC until official sales plans are released. No facing, stack or layout conclusion should be treated as confirmed before CDL publishes the approved sales material.
